Yeah, I can definitely see the "Courland is the place he was exiled to" interpretation. Especially since he's separately referred to as "Ludleth the Exiled" and "Ludleth of Courland", but it's never stated that Courland is where he was exiled from.

In the lore, this weapon is mentioned side by side with the Stormdrakes, and as such, contains some of their power. The weapon Skill launches the player in a storm-imbued spinning motion, finishing off with a strong attack. The transposing kiln is considered a sin to create and use in Courland. The Kiln is also considered a wonder from Ludleth. I believe that Ludleth used both the kiln, but broke the laws of Courland. Also, Filianore was gifted to the pygmys, and i do agree with you that she could have been a spouse, because a woman is not "a gift" to a city, more likely a gift to a man (the sword of avowal is a symbol of marriage after all).
